How Can I Subscribe Periodicals with My Budget?


 

Periodicals (include e-journal) that are subscribed to with individual faculty members' budgets are contracted together by the library. Please request the library following procedure below, and never order to the office in charge of each faculty or a bookstore directly.


 

Annual Schedule of Periodicals Subscription

July A Periodicals Request Survey for next fiscal year and A Periodicals Request to be shelved in the library.
January A notification of scheduled execution balance at the end of the fiscal year. (Only applicable departments)
March A notification of approximate cost in next fiscal year and an inquiry about the designated budget.

New Request for Subscription

Every year around July, we conduct a subscription request survey for the next fiscal year. We will send an E-mail inquiry to each department and individual faculty member, so please answer it to request new subscription. If you need more detailed information, please contact the library.

Subscription to E-Journal

If you would like to subscribe to e-journals, or if you would like to switch your current print subscription to e-journals, please answer survey in July. Since e-journals have various contract conditions and price structures, we would ask you to reconfirm whether or not you wish to place an order after investigating the price.

Budget

Since periodicals are delivered throughout the year, in principle, we limit to the budget such as Research Oriented Budget, Education Oriented Budget and Donations that can be used stably even at the beginning and the end of the fiscal year.
For periodicals with ongoing subscriptions, we will inquire about the subscription budget for the next year at the end of the fiscal year. In principle, we do not support budget changes in the middle of the fiscal year. Especially, periodicals published outside Japan in particular will be processed by advance payment (around April/May), and no budget changes can be made.

Subscription Period and Payment Timing

The subscription period and payment timing for periodicals are different between Japanese and Western. As with books, you can check the payment status for each budget on MyOPAC. Please note that refrection to zaimu kaikei financial accounting web system takes a certain period of time.

Subscription Period of Japanese Periodicals From April to March (There are some exceptions.)

As a general rule, monthly payments are due at the end of each month.


Subscription Period of Western Periodicals From January to December (There are some exceptions.)

Payment for January through March is due at the end of March, and payment for April through December is due around April or May.

 

Cancellation of Subscription Periodicals

If you would like to cancel your subscription to a journal, please let us know at the subscription request survey (July). The subscription period is basically a year, but Japanese periodicals may be possible to be canceled in the middle of a fiscal year, so please inquire to the library. Please note that most Western periodicals have annual subscriptions (January-December) only, and new subscriptions, cancellations, or budget changes can not be made in the middle of the fiscal year.

Receipt of Delivered Periodicals

When the periodicals you have subscribed arrives, they will be placed in the preparation room (behind the service counter) on the first floor of the Main Library. Please note that, unlike books, you will not receive an e-mail when the periodicals are ready for pickup.
 

Other Frequently Asked Questions and Notes

Q How can I purchase a back issue or a specific issue of a periodical?

A If you wish to purchase a  issue by itself, please contact the staff (book[at]lib.shimane-u.ac.jp, [at]→@) to place an order, as it is handled in the same way as a book purchase.


Q Is it possible to subscribe a printed version when the electronic version is available?

A If you purchase new printed versions of periodicals from publishers such as Springer and Wiley with whom the university has the e-journal package contracts, the overall price of the package may increase. Since it has become difficult to maintain the e-journal subscriptions for the entire university, please refrain from subscribing to the printed version even if you wish to pay with your personal budget, when the electronic version is available in these packages.


Q How can I subscribe newspapers?

A Newspaper subscriptions are arranged by the Accounting Procurement Division, not the library, so please contact the Accounting Procurement Division.


Q How can I know how much I have left to pay at the end of the fiscal year?

A In late January of each year, we notify the remaining balance of the periodical subscription fees which should be payed by the end of the fiscal year. If you have any questions about the status of the budget, please contact the staff below.


Q Can I change the budget after the payment?

A In principle, this is not possible. Please consult with us if there are unavoidable circumstances.


Q How can I recommend another periodical subscription to the library?

A The periodicals provided in the library for student use are reviewed every few years, so please send us your suggestions at that time. In addition, if you would like us to place periodicals purchased with your departmental budget in the library, please contact us.


Q Can I purchase electronic journals that are not subscribed to by the university on a per-article basis (Pay Per View)?

A If you purchase it with your budget, the payment must be made in advance and it will be reimbursed. The Accounting Procurement Division will take care of the reimbursement procedures, so please contact the office in charge of each faculty.
